With over 30 years of management experience, Jack Fitzgerald has not forgotten to look at problems from each level of an organization. He understands the importance of the line employee, the middle manager and the agency administration as well as the consumer of services, their families and public stakeholders.
His hard work ethic and willingness to take on new challenges has resulted in career growth and allowed him a voice at the table for both agency and system reforms. For over 20 years he has worked as facility and system administrator in the Connecticut Judicial Branch. Understanding that change is often difficult, Mr. Fitzgerald provides agencies with solutions developed with the agency staff to ensure long term solutions are put in place. Mr. Fitzgerald is experienced in both the National Commission on Correctional Health Care (NCCHC) and the American Correctional Association (ACA) standards having also audited for the ACA. He is also experience in data driven change having been involved with the Performance based Standards (PbS). Mr. Fitzgerald’s Juvenile Detention facility was recognized by PbS for excellence in 2010 as its facility of the year.
In 2014, Jack Fitzgerald was certified by the United States Department of Justice as a certified Auditor of the Prison Rape Elimination Act (PREA). Federal law requires every adult and juvenile facility, primarily servicing individuals under court orders, to undergo an audit of its compliance with the law. It is at this point he began his consulting business. He has been providing auditing services throughout the northeast and has completed a total of 23 formal audits through the end of 2019 while assisting facilities in the preparation of another dozen audits. Agencies continue to renew service contracts with Jack Fitzgerald every year and remark on his fair, respectful and balanced approach. As an individual consultant, Mr. Fitzgerald remains available for technical questions long after the audit at no cost. For systems, having a consistent Auditor throughout provides a level of comfort and familiarity. Audits can be stressful, having an individual who is familiar with your systems language and key players increases the likelihood of an open process. In PREA auditing this is most important, as the Auditor is assessing much of the environmental culture related to the standards.
